Gas Heat Apt Options

Hello,

I have a 1940's apartment complex, 4 units up 4 units down, each unit less than 500 sq ft. They each have very old Williams gas wall furnaces that vent through the roof. Each also has a 30 gallon gas water heater in a separate location (a closet in the unit) and a gas range. They really need AC and update HVAC units. With the windows, even window HVACS are difficult. The electrical system would need an extensive update to switch over to electric heating so do not think that is an affordable option. The current HVAC is located in the living room. There are four rooms (bedroom, kitchen, livingroom, and bathroom, each room in a separate corner of the unit). What options do we have? I have found none except the window PTAC's but those would require alot of new gas lines due to location and take up the limited wall space already in a small apartment. There are 8 units.
